CDM applies to every construction project.

The Construction (Design and Management) Regulations apply to every construction project in Great Britain, domestic work included. Big or small, long or short, CDM applies.

Every dutyholder has duties under CDM, and each must cooperate and coordinate with the others. The principal designer is in overall control of designers and the pre-construction phase. The principal contractor is in overall control of contractors and the construction phase.
